Its risky to sow seed that old, it may have been harvested as much as six years ago. You risk wasting the space in your propagating space and the compost.
Fo banana shallots, you could grow 4 or 5 per module if your soil is well composted. I am puzzled by what exactly they are, seeming quite onion-like to me, similar to Long Red Florence though smaller. Good luck with them.
