I don’t think it would be useless just not optimum. In Autumn/Winter once I have applied Manure to my raised Beds (I don’t sow a green manure) I cover with plastic until I start sowing/planting in Spring so that nutrients don’t get washed out by rain/snow.
I was applying the same logic to the Manure left in the open.
