I lost about 20% of my onions to Onion White Rot last year so this could be the same thing. There doesn’t appear to be much you can do except avoid growing alliums in that area for as long as possible. It spreads very easily on allotment sites via contaminated soil on muddy boots or tools. It’s also worse in cool, wet summers. Sorry I don’t have a solution – maybe your second plot will be free of the disease. Fingers crossed for you.
