Yes you are right and it is easier than digging, although to clear ground of the initial weed growth your mulching must be thorough. Overlap cardboard sheets 4-6in, and how much compost you need depends on the vigour of those weeds, so there is no one formula. Average 6in works well, then next year just an inch.
Also some perennial weeds (couch, bindweed) will probably grow through by May or June and this new growth needs removing with a trowel. If you do that weekly until they stop growing, you can be rid of most perennial weeds completely.
