Stringfellow, your scapes are no problem!! Its what hardback and elephant garlic do, simply pinch/cut them off where they exit the plant, to eat like a leek or large spring onion. The garlic bulb continues to swell until late June or early July for elephant, though perhaps earlier in the tunnel.
Its not like bolting onions which do need eating if they send up a flower stem.
