Hello Barbie, the simplest would be to fill up the paths rather than spread everything around. Leave your bed surfaces as they are. Unless you want to lower them.
Whatever you do, don’t rotovate!
However you fill your paths, yes you could spread a thin layer of compost on the new beds, 1-2in is enough, uncovered over winter.
