Steve this is normal for leeks as they mature. It’s not to do with weather because leeks love damp conditions.
You probably have an early variety that is now passing it’s peak and growing little. so yes I would harvest soon, say by Christmas.The inner stem should still be fine, unless it gets really cold, which early varieties tolerate less than later varieties.
