Nice plan, I never tried this and wonder if the bulbs will be deep enough, only because of how compost settles to a much thinner layer with time.
I would try some as you suggest, with a little compost under the bulbs, and some where you make a cut in the card to make a hole in the soil 2in deep for the bulbs.
