No need to wait Kevin, in fact having plants growing and colonising your beds with their roots will help everything settle and also help the soil come back to life, which may take a little time. I would not use soil like that because of its lack of life. When the National Coal Board piled topsoil in heaps, from open cast mining, they found it quickly went "dead" and was then difficult to replace for growing good crops. However in your case the manure/compost is key to restoring its health.
As for covering, no need at all, nutrients in compost and composted manure are not water soluble.
