This is a different problem to composting roots one has weeded from the garden, and it sounds like the fleshy toots of hedge bindweed which you can pick out. Even if a few were spread with the compost, when it is on top they can easily be pulled out of the loose surface should you see any regrowth. Another factor is the length of time the compost is in your bin, maybe spread it a little sooner? so the bindweed cannot become established.
