This sounds difficult but without knowing more its hard to advise. Have you been growing on this soil already? What has growth looked like? Is it a new tunnel?
If there is sand and stones among the clay, they make air channels between, so it sounds more dense than compact. It may work with compost on top but if you have time and energy, it may be worth removing some of the stones especially.
