I think with many of these things they take the safe way out in case someone is incapable of following simple instructions.

My Christmas potatoes are growing strongly and have had a second load of cow manure put on top. Since they have now grown through that I have covered them with some plastic as there are still blighted potatoes in the ground on the allotments. Think that is part of the problem – lazy gardeners who will just turn the blighted potatoes in to the ground and not remove any of them.
