This is odd Stew. For example I sowed my second batch on 10th June and am picking its first leaves this week, after planting three weeks ago.
They germinated, that can be difficult in summer. I have to suspect the compost and I would plant them now, if you can move them with roots: are there some good roots in the (?modules), despite the lack of leaf? Are they growing in woody, green waste compost?
