I purchased a Victoria plum tree early in the year but delayed planting due to having to gain permission from the council.
It is still in the original bag with minimal soil, it has leaves so has survived the snow and not being planted.
However I don’t know whether to leave it as is until dormancy or risk planting it now ?

I would plant it MG as long as you can keep it watered in dry weather. Shorten the branches to about half as well.

Thank you Charles, so far so good, after unintentionally treating it mean and keeping it keen I lavished it with mycorrhizal Fungi, good compost and lots of water.
