Cow manure not mature enough?

Hi,
First of all many thanks for all the valuable information on no-dig gardening!
Last year I started with a tiny no-dig garden using compost from horse manure. Things went perfect!
This year I made the vegetable garden a bit larger and I just got cow manure (with straw) from a local organic farmer. According to the farmer the manure is 1 year old, so I thought that would be fine.
However: the manure is very very wet, big heavy lumps and smells very strongly (unpleasant). So I really doubt it is one year old. (I attached a picture of it to this post)
I already regret I did accept the manure, but its too late.
My question: how should I proceed? Can I do anything on the new beds this year? Would it help to leave it till next year? or should I remove it again?

Hello Ben, it’s not bad from what I can see.
For most veg planted, You will be fine with that.After it dries and then wets again, it will soften, rake over before planting.
For sowing carrots, remove most of the lumps and carry on from there.

For me it was a big difference with the horse manure from last year, that made me doubt…
