I put in a row or so of field beans next to where the parsnips were/are still residing, just to provide some growing structure during the rainy season (and boy it has been more rainy than usual this season).

Is the start of February a suitable time to cut them to ground level if plants will be transplanted out in late March, or can I leave them in a couple of weeks longer?

This sounds good Rhys and yes I would leave them another fortnight, or even until end Feb.
