I was wondering if it’s OK to use rotted horse manure that may have sawdust in it as compost.

especially when on the surface although sawdust decomposes faster than wood shavings so when the manure is well rotted, the wood of the sawdust should also have passed through the stage of taking nitrogen to decompose.
