Is Green waste too strong to plant seeds into.

I have just built my first raised allotment beds and filled with a great source of manure. Worms galore. I had planned on putting 2 inches of the green soil improver waste from my local council on top. On their website it says it’s quite strong and not to use as potting compost for seeds but go mix 1:1 with soil. I wondered if I need to mix it down or whether it would be okay to use directly outside. Dk.

I wonder what they mean, strong is a vague word, perhaps suggesting too rich in nutrients which is absolutely not the case with council compost from waste. I think they are just covering themselves, playing safe and I have often sown into such compost with good growth.

I’ve just been given a couple of tractor bucket loads of Biodigester bi product, which I would like to use in my no dig beds. Not sure how this is going to go …. Anyone have any ideas or comments that may help please?
