New Garden, New border mostly grass and dandelions!

I’ve moved to a lovely spot in North Wales, in front of the cottage is a a section which has some established roses and they are surrounded by grass and weeds,I think this was a border of some sorts but has not been cared for. ideally I would like to make this a border but I can’t see a way of doing no dig this year, I have mushroom compost ready to go on but if I put something like cardboard or good weed suppressant fabric over the weeds and lay compost on top it still won’t be deep enough to plant anything?
I was hoping to avoid doing a lot of digging as it hasn’t helped my back in the past but how else do I get on top of the dandelions?
This area feels the most natural place to plant flowers etc the rest is weedy grass, The veg plot is doing ok and I am slowly planting things as they become ready. I have scattered Phacelia on another area which would have been a bit of a border but again left uncared for I dug out a few dandelions and docks but was hoping Phacelia will suppress any more weeds and my neighbour keeps bees so wanting to keep them happy too.
I really don’t want to wait till next year to start planting but also trying to avoid digging!
