Sourcing Compost for small Commercial set up

Hi please can you answer a couple of questions regarding sourcing organic compost and also Cow manure for a commercial set up
1) Is there any commercial companies that you can source large amounts of compost for a new garden set up

2) Please advised what I would need to be mindful of when sourcing cow manure -I have had a farmer come back to me who says he can help but is not certified organic
