Have you grown this? It produced a nice smallish cauli head on each plant and then some tatty bits of flowers that I endeavoured to cut off before flowing, but now the plants look really tatty and the leaves are dying off. Is this normal?

Yes Bluebell I have. Although sold as perennial, and it can survive, I have had only small subsequent harvests (2 & 3 years old), and as you say the plants look rather dispirited.
I would resow, just time for that, or sow purple sprouting, or white sprouting.
Annuals are not that difficult and the trade off for having certain perennials is how they can hang around looking a bit unhappy.
