    I have just moved into a new build property and the garden has been “levelled” by a JCB. It is therefore not at all level. The ground is clay and hard, and whilst I dont want to disturb it for fear of new weeds appearing, which are already plentiful,  I cant see any other way than to rotavate it first in order to loosen it for levelling?

    Any advise would be welcome.

    Sounds unpromising! However if you can get a rotovator into the soil it must have some softness. In view of the fact that weeds are endemic anyway, it is one option for levelling, then some compost on top. Good luck.
