    I am making up new beds using scaffold boards with cardboard on the bottom then compost 6 inches do I still need to cover with plastic on top?

    No. You can plant it straight away if your compost is not ‘fresh’ and still hot. Just keep pulling/trowelling any persistent weeds that appear.

    I feel 6″ of compost would be needlessly extravagant. Certainly plant as soon as you like. Why not retain the extra compost, and if necessary, ‘spot cover’ with more cardboard/compost any areas of emerging weed.Be sure to overlap and bury edges.
